Portal of Unpaid fines and other Financial Amounts Started with its Work

As of today, the portal of unpaid fines and other financial amounts will be available to all citizens. It is a centralized electronic database that stores all unpaid fines, court fees other financial amounts imposed by the final and enforceable decisions of the misdemeanor courts operating on the territory of the Republic of Serbia.

By entering the required data in the empty fields of the application, every citizen will be able to see if there is any unpaid fine s/he is due to pay, and at the same time to get payment instructions in order to settle his/her dues.

All misdemeanor courts are interconnected through the system, which is at the same time networked with the other public authorities - the Treasury, the Traffic Police and the Central Registry of Compulsory Social Insurance.

SIPRES - New Chapter for Efficient Misdemeanor Courts in Serbia

JRGA has been working on producing software for Serbian misdemeanor courts for the past two and a half years. SIPRES is a centralized system, stored on servers in the Data Center of the Ministry of Justice in Belgrade, with all the misdemeanor courts and units of both instances connected to it via internet. It is for the first time that this level of interconnectivity between misdemeanor courts is enabled, making it increasingly easy to communicate and exchange data and case files without resorting to paper and post.

Prime Minister, Aleksandar Vučić, Minister of Justice, Nikola Selaković and Minister of the Interior Nebojša Stefanović, Chief Judge of the Belgrade Misdemeanor Court, Milan Marinović, Mayor of the City of Belgrade, Siniša Mali and H.E. Ambassador of the United States Michael Kirby attended the opening ceremony  of the renovated court building on Ustanička Street. 

JRGA and the MoJ Kick-off Promotional Campaign for the new Law on the Protection of Whistleblowers

On June 3, JRGA, in collaboration with the Ministry of Justice, organized a press conference to announce the kick-off of a one-month long educational outreach campaign under the slogan “Whistleblowers are Stronger Now” on the new Law on the Protection of Whistleblowers.  

Annual Gathering of Serbian Judges, Vrnjačka Banja

Laurence T. Vetter  delivered a presentation on the main functionalities of the misdemeanor court case management system, SIPRES, and its significance for improving efficiency and effectiveness of Serbian Misdemeanor Courts. Mr. Vetter emphasized the business process reengineering and streamlining that will occur in the misdemeanor courts with the introduction of the court automation software, as well as easy access to accurate case information, payments tracking, and click-of-a-button statistical reports.


JRGA Supported the Organization of the Annual Conference of Association of Misdemeanor Judges

Annual Conference of Misdemeanor Judges of the Republic of Serbia, which took place from 21st to 23rd October at the Hotel Djerdap in Kladovo  awas opened with a welcome speech of Zoran Pasalic , President of the Association of Misdemeanor Judges  and the president of the Appelate Misdemeanor Court in Belgrade. The topic of this year's conference was "Misdemeanor courts as the most effective partner to the judicial reform - problems , dilemmas and recommendations to achieve even better and more effective results of their work"


JRGA Supported another Training for Trainers in the Field of Ethics and Integrity in the Public Sector

Monday, 01. August 2016.
The Anti-Corruption Agency (ACA), in cooperation with USAID JRGA project and the Standing Conference of Towns and Municipalities, has trained 10 more trainers in the field of ethics and integrity in the public sector. Participants included representatives of local governments from Vranje, Leskovac, Valjevo, Zrenjanin, Pancevo, Sombor, Smederevo, Kraljevo and Belgrade.
All participants have successfully passed the test of knowledge and performed practical part of the training, and thus received a certificate of completion of training for trainers. After amending the Law on Agency for the Fight against Corruption in accordance with the Strategy and Action Plan for the Fight against Corruption, trainers will be responsible for educating other employees on this topic, in the institutions in which they are employed.
A three-day training was held from 27 to 29 July in Belgrade.

Second coordination meeting between the Republic Public Prosecutor’s Office and the State Audit Institution was held

Yesterday and today, through the joint organization of the Judicial Reform and Government Accountability Project and the US Department of Justice – Office of Overseas Prosecutorial Development Assistance and Training (OPDAT), the second coordination meeting was held between the Republic Public Prosecutor’s Office and the State Audit Institution in Vrdnik. After the establishment of this mechanism bask in May, the representatives of these two institutions took the opportunity of this two-day meeting to exchange the knowledge on the methodology for audit report development and the ways to use the audit findings as a starting point for the prosecutorial investigations based upon the template developed by OPDAT.

Seminar for Students of the Law School in Kragujevac

Thursday, 23. June 2016.

Today, the Association of Judges of the Misdemeanor Courts in the RS, with the support by the USAID Judicial Reform and Government Accountability Project, held the third seminar for the Law School students, in the very Law School in Kragujevac. After the seminars organized in Belgrade and Novi Sad, the future lawyers, judges, prosecutors and attorneys-at-law of Kragujevac had the opportunity to hear more about the MC work organization, as well as about the results of the reform of the framework under which these courts of special jurisdiction operate, which has been implemented successfully for several years. The group of 65 students attended the seminar, and the Association signed the Protocol on Continuation of Cooperation with the Law School in Kragujevac, and with the three students’ associations.

Seminar for Students of the Law School in Novi Sad

Today, at the Law School in Novi Sad, the seminar for students was organized by the Association of the Students of the Law School, Association of Judges of the Misdemeanor Courts and the USAID Judicial Reform and Government Accountability Project. The Seminar titled “New solutions for the improvement of efficiency of misdemeanor proceedings and the status of MCs in the judiciary in the RS” aimed at promoting, among the students, the achievements of the MCs and the results of the overall reform, as well as the work of the Association and the profession of a misdemeanor judge.

Roundtable for Authorized Petitioners in Misdemeanor Proceedings held in Kraljevo

The USAID Judicial Reform and Government Accountability Project (JRGA) supported the initiative of the MC in Kraljevo, where the roundtable was organized for all authorized petitioners from the territory of this local self-government unit.  The main topics presented to the representatives of the local institutions by Chief Judge of the AMC, Zoran Pašalić, and Chef Judge of the Belgrade MC, tackled the initiation of misdemeanor proceedings and other novelties stemming for the Amendments to the Law on Misdemeanors, adopted in February of this year. These events represent a perfect opportunity to stimulate discussion and exchange of opinions on procedural issues that tend to cause problems to both petitioners and courts.
